WARRANT FOR SPECIAL TOWN MEETING

OCTOBER 4, 2005

 

WORCESTER, ss.

 

            To either of the Constable of the Town of Templeton is said County:

 

GREETINGS:

 

             In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the Inhabitants of the precincts of the Town of Templeton, County of Worcester, qualified to vote in elections and town affairs to meet at the Narragansett Regional Middle School, 460 Baldwinville Road in said Templeton on Tuesday, October 4, 2005 at 7:00 p.m. then and there to act on the following articles:

 

Article 1.   To see if the Town will vote to authorize the Board of Selectmen to acquire, by gift and on such terms and conditions as the Selectmen deem appropriate, and to accept a devise of the fee interest in the land and buildings located at 11 Oak Street, formerly owned by Wilbur H. Pajari, being all the premises more particularly described in deeds recorded at the Worcester District Registry of Deeds in Book 3128, page 448 and Book 3835, Page 552, excepting therefrom the portion conveyed by Wilbur H. Pajari to Richard A. White and Constance E. White which portion is described in a deed recorded with said Registry of Deeds in Book 7318, Page 260, and shown on a plan recorded with said deeds in Plan Book 489, Plan 121, for general municipal purposes and for the purpose of conveyance, and further to authorize the Board of Selectmen to convey all or a portion of said premises on such terms and conditions and for such consideration as the Selectmen deem appropriate, or to take any other action relative thereto.

 

Article 2.   To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide an additional sum of Thirty-Four Thousand, Twenty-Six Dollars ($34,026.00) more or less for the FY’06 Unemployment Insurance account, or to take any other action relative thereto.

 

Article 3.   To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide the sum of Twenty-Six Thousand, Two Hundred Fifty Dollars ($26,250.00) more or less for an audit of the Town’s FY 2005 financial records, or to take any other action relative thereto.

 

 

 

 

 

Article 4.   To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide a sum of money for the purpose of purchasing and installing a new boiler at the Baldwinville Elementary School, including the removal of the old boiler and other related work, or to take any other action relative thereto.

 

Article 5.      To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide the sum of Five Hundred Eleven Dollars and Thirty-Eight Cents ($511.38) more or less to purchase milled lumber for use in the construction of a pole barn on the Templeton landfill site, or to take any other action relative thereto.

 

Article 6.   To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide the sum of Four Thousand, Three Hundred Twenty-Five Dollars ($4,325.00) more or less for materials and other related costs to construct a pole barn on the Templeton landfill site, or to take any action relative thereto.

 

Article 7.   To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide the sum of Four Thousand, Six Hundred Thirty Dollars ($4,630.00) more or less for the purchase of a noise meter for the Board of Health to include calibration, certification, training, and other related expenses, or to take any other action relative thereto.

 

Article 8.   To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide a sum of money to adjust employee wages pursuant to the Compensation and Classification Plan approved at the Annual Town Meeting of May 10, 11 & 17, 2005; said monetary adjustments are to be effective January 1, 2006, and are as indicated on the sheet titled “Compensation Plan, Dollar Amounts Required for Hourly and Salaried Positions (non-elected and elected) 1/1/06-6/30/06 (For Special Town Meeting Article)” on file in the Town Clerk’s office, or to take any other action relative thereto.

 

Article 9.   To see if the Town will vote to accept 95% grant funding in the amount of One Hundred and Twenty-One Thousand, Four Hundred and Ninety-One Dollars ($121,491.00) received by the Templeton Fire Department under the Federal Assistance to Firefighter Grant Program for firefighting training and extrication and other fire equipment; and further, to see if the Town will vote to raise and appropriate, transfer from available funds or otherwise provide the sum of Six Thousand, Three Hundred Ninety-Four Dollars ($6,394.00) more or less for the Town’s 5% contribution required under the terms and conditions of said grant, or take any other action relative thereto.

 

Article 10.   To see if the Town will vote to raise and appropriate, transfer from available funds or otherwise provide a sum of money to provide initial funding for the Police Special Road Detail account, or to take any other action relative thereto.

 

Article 11.    To see if the Town will vote to raise and appropriate, transfer from available funds or otherwise provide a sum of money to fund the collective bargaining agreement between the Town of Templeton and the Templeton Police Union M.C.O.P. Local 155, or to take any other action relative thereto.

 

Article 12.    To see if the Town will vote to raise and appropriate, transfer from available funds or otherwise provide a sum of money to conduct a study for reuse of the Otter River Town Building; and further, to fund weatherization of the building to offset heating costs for the ensuing heating season, or to take any action relative thereto.

 

Article 13.   To see if the Town will vote to revoke the provisions of Chapter 44, Section 53 F1/2 of the Massachusetts General Laws, ceasing the sewer as an Enterprise Fund effective fiscal year 2007, or to take any other action relative thereto.

 

Article 14.   To see if the Town will vote to authorize the Board of Selectmen to accept the deed, upon such terms and conditions as the Board shall determine appropriate, of a gift of a fee simple interest or less and associated easements in a parcel of land comprised of approximately 3.10 acres, shown on a plan entitled “Definitive Subdivision Plan Ware River Heights, Templeton MA”, as a parcel “A”, dated November 24, 2001, Scale 1” = 200’, prepared by Szoc Surveyors, 32 Pleasant St., Gardner, MA, signed by the Planning Board on November 5, 2002 and filed with the Town Clerk, to be under the care, custody, maintenance and control of the Templeton Cemetery and Parks Department and designated for recreation, and open space purposes and as an interpretative area for the Ware River trail, or to take any other action relative thereto.

 

Article 15.   To see if the Town will vote to accept as a public way a way known as Alexandria Avenue, formerly known as Silver Foxx Lane, as heretofore laid out by the Board of Selectmen and shown on a plan entitled “Definitive Subdivision Plan of Silver Foxx Subdivision in Templeton, MA” dated October 29, 2001, prepared by Szoc Surveyors, a copy of which is on file with the Town Clerk, and further to authorize the Board of Selectmen to acquire on behalf of the Town, by purchase, gift, eminent domain or otherwise, an easement to use said Alexandria Avenue for all purposes for which public ways are used in the Town of Templeton and associated easements, or to take any other action relative thereto.

 

 

Article 16.   To see if the Town will vote to accept as a public way a way known as Brandin Drive, as heretofore laid out by the Board of Selectmen and shown on a plan entitled “Layout Plan of Brandin Drive Templeton, MA,” dated August 23, 2004, prepared by Szoc Surveyors, a copy of which is on file with the Town Clerk, and further to authorize the Board of Selectmen to acquire, on behalf of the Town, by purchase, gift, eminent domain or otherwise, an easement to use said Brandin Drive for all purposes for which public ways are used in the Town of Templeton and associated easements, or to take any other relative thereto.

 

Article 17.    To see if the Town will vote to raise and appropriate, transfer from available funds, or otherwise provide a sum of money for the Stabilization Fund, or to take any other action relative thereto.

 

And you are hereby directed to serve this warrant by posting attested copies thereof in each precinct; namely, the Post Office in Templeton, the Post Office in East Templeton, the Post Office in Baldwinville, at Cote’s Market in Otter River, and at the Town Office Buildings at 4 Elm Street, Baldwinville, and at 690 Patriots Road, Templeton, and by delivering a copy to each Precinct Clerks fourteen (14) days at least before the time of holding said meeting and by causing notice of the same to be published once in the Gardner News, a newspaper published in said County, in the City of Gardner.

 

            Hereof, fail not, and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.
